<br /> <br />Orange County 65 25-29 Regional AFH <br /> <br />The following analysis describes the public or private policies or practices, demographic <br />shifts, economic trends, or other factors that may have caused or contributed to the <br />patterns described above. <br />In the most recent Housing Elements prepared and adopted by each jurisdiction, the <br />following factors were identified that contribute to the existence of R/ECAPs in these <br />jurisdictions. <br />In Placentia: <br />• Lack of affordable housing, which limits housing mobility. <br />• Limited participation in the Housing Choice Voucher Program . <br />• Land use and development practices that constrain affordable housing <br />development. <br />• Private discrimination in housing, due in part to a lack of fair housing knowledge <br />and enforcement. <br />In Anaheim: <br />• Historic practices of redlining and legal racial segregation have created many of the <br />residential patterns that still exist today. Additionally, the high cost of land and <br />existing housing in Anaheim (and throughout Orange County) are significant <br />constraints to the development of new affordable housing and access for families to <br />existing housing. <br />In Costa Mesa: <br />• Housing discrimination, which limits mobility for families. <br />• Lack of affordable housing due to both governmental and market constraints. <br />In Garden Grove: <br />• Lack of affordable, accessible housing in a range of unit sizes, due to high land and <br />development costs in the region, public opposition to new development, and land <br />use and zoning laws. <br />• Housing discrimination, which limits mobility for families. <br />• Limited access to financial services. <br />• Lack of meaningful language access for individuals with limited English proficiency. <br />• Lack of private investment in specific neighborhoods. <br />In Santa Ana: <br />• Lack of fair housing education and outreach. <br />• Lack of affordable housing. <br /> <br />EXHIBIT 6
