<br /> <br />Orange County 75 25-29 Regional AFH <br /> <br />• Newport Beach, where the School Proficiency Index is over 88 for all groups, and <br />10.47% of the population is Hispanic. <br />• Rancho Santa Margarita, where the School Proficiency Index is over 80 for all <br />groups, and 20.41% of the population is Hispanic. <br />Map 7 – Education Score, is a series of maps showing the TCAC/HCD Opportunity Map’s <br />Education Composite Score for north, central, and south Orange County, and the region. <br />These maps were created by California HCD to facilitate fair housing planning, using the <br />TCAC/HCD Opportunity Map data 8F <br />9. The Education Composite Score for a particular Census <br />Tract is based on four indicators, all of which are based on enrollment-weighted averages <br />of the three schools closest to the tract’s center point 9F <br />10: <br />• Math and Reading Proficiency, where “Proficiency” is the percentage of students <br />performing at grade-level in the 4th grade. <br />• High School Graduation Rate, which is calculated using California Department of <br />Education data on the percent of students who graduate in four years. <br />• Student Poverty, which is measured as the percentage of students that do not <br />receive free and reduced-price lunch. <br />A tract’s composite score is determined by whether it falls above or below the median (50th <br />percentile) tract or block group value within each region. Each indicator that falls above the <br />regional median adds one point to the final score. On the maps, the categories equal the <br />following scores: <br />• Highest: >3-4 <br />• High: >2-3 <br />• Moderate: >1-2 <br />• Low: 0-1 <br />These maps, along with Map 3 showing the predominant race/ethnicity in each area, show <br />the following relationship between residency patterns and proximity to proficient schools <br />by race/ethnicity: <br />• In the County overall, <br />o Cities in the central County have the lowest education scores, indicating that <br />residents in these areas are less likely to live near high quality schools.
