Employment <br />Table 6 includes a Jobs Proximity Index, which measures the physical distance between <br />where residents of different races/ethnicities live and the location of jobs. A higher index <br />value indicates better access to employment opportunities. Table 6 also includes a Labor <br />Market Index, which measures the unemployment rate, labor-force participation rate, and <br />percentage of the population aged 25 and above with at least a bachelor’s degree, by <br />neighborhood. A higher index value indicates that residents live in a neighborhood with <br />higher labor force participation and human capital. <br />Table 6 shows the following regarding disparities in access to neighborhoods close to jobs <br />and with high labor force participation and human capital in each of the participating <br />jurisdictions: <br />• In the region, there are significant disparities in both the Jobs Proximity and the <br />Labor Market Index. The Jobs Proximity Index is the lowest for Black residents, <br />especially those living below FPL. It is also low for Hispanic residents. White <br />residents are most likely to live in neighborhoods close to jobs. The Labor Market <br />Index is lowest for Black and Hispanic residents, especially those living below FPL, <br />and highest for White residents. Generally, the Labor Market Index is lower for <br />individuals living below FPL. <br />• In the Orange County Urban County jurisdictions, there is relatively low access to <br />neighborhoods close to jobs for all races/ethnicities, with no large disparities <br />between groups. Compared to the region, residents of all races/ethnicities have <br />better access to neighborhoods with high labor force participation and human <br />capital. However, there are disparities between racial/ethnic groups, with Hispanic <br />residents having significantly less access than other groups, and White residents <br />having more access. <br />• In Aliso Viejo, access to neighborhoods with high labor force participation and <br />human capital is high for all races/ethnicities, with no large disparities between <br />groups. This is also true for access to neighborhoods close to jobs. On both indices, <br />the city performs significantly better than the region overall. <br />• In Anaheim, there are significant disparities in access to neighborhoods close to <br />jobs, and with high labor force participation and human capital. Hispanic residents <br />have the least access to neighborhoods with high labor force participation and <br />human capital. Black and AAPI residents have the least access to neighborhoods <br />close to jobs. On both indices, the city is comparable to the region overall, with low- <br />to-moderate scores and significant disparities between groups. <br />• In Buena Park, there is relatively low access to neighborhoods close to jobs for all <br />races/ethnicities, with no large disparities between groups. Compared to the region, <br />residents of all races/ethnicities have less access to neighborhoods close to jobs. <br />There is moderate access to neighborhoods with high labor force participation and <br />EXHIBIT 6
