<br /> <br />Orange County 114 25-29 Regional AFH <br /> <br />• In Westminster, there is very poor access to environmentally friendly neighborhoods <br />for all residents, regardless of race/ethnicity. <br />Map 11 – Environmental Health, is a series of maps showing data from the California Office <br />of Environmental Health Hazard Assessment (OEHHA) California Communities <br />Environmental Health Screening Tool (CalEnviroScreen 4.0). These maps were created by <br />California HCD to facilitate fair housing planning, using CalEnviroScreen data from <br />OEHHA14F <br />15. <br />The CalEnviroScreen tool is designed to identify communities most affected by pollution, <br />and those where residents may be especially vulnerable to its effects. To do this, it uses a <br />composite score based on 13 different indicators of pollution burden – such as exposure <br />indicators (e.g., diesel particulate matter levels and lead risk from housing and <br />environmental effect indicators (e.g., location of solid waste facilities) - as well as eight <br />indicators of population characteristics including sensitive population indicators (e.g., <br />asthma rates) and socioeconomic factor factors (e.g., poverty and linguistic isolation). More <br />detailed information on the mapping methodology is available on the OEHHA website15F <br />16. <br />On these maps, green areas represent regions with more positive environmental factors, <br />while red areas indicate regions with more negative environmental factors. <br />These maps show the following relationship between an individual’s place of residence <br />and their access to environmentally healthy neighborhoods: <br />• Countywide, the areas with more positive environmental factors are along the coast, <br />in the south, and northeast. The areas with more negative environmental factors are <br />in the central parts of the County north of I-405 and west of the Costa Mesa Freeway <br />(SR-55). <br />• In the Orange County Urban County jurisdictions, most neighborhoods have <br />primarily positive environmental factors. The areas with more negative <br />environmental factors are located in the following places: <br />o Stanton. <br />o Southwest Placentia, next to Fullerton , which is an area of high POC <br />segregation and is predominantly Hispanic. <br />o San Juan Capistrano, in the Census Tract that encompasses the interchange <br />between I-5 and the Ortega Highway (SR-74), which is a high POC segregation <br />area and is predominantly Hispanic. <br />• In Aliso Viejo, all neighborhoods in the city have positive environmental factors. <br /> <br />15 The maps were downloaded from the AFFH Data Viewer, which can be accessed at <br />https://www.hcd.ca.gov/planning-and-community-development/affirmatively-furthering-fair-housing <br />16 https://oehha.ca.gov/calenviroscreen <br />EXHIBIT 6
