However, residents living below the FPL in the city generally have less access <br />to opportunities than the rest of the population. <br />In Mission Viejo, residents across the city have relatively high access to opportunities (apart <br />from transit and low-cost transportation). Most of the city’s neighborhoods are <br />predominantly White, except in the south. <br />In Newport Beach, residents across the city have relatively high access to opportunities. All <br />of the city’s neighborhoods are predominantly White. <br />In Orange, Hispanic, and Black residents (especially Black residents living below t he FPL) <br />have relatively low access to neighborhoods close to high performing schools, and to <br />neighborhoods with high labor force participation and human capital. Geographically, <br />neighborhoods west of Glassel Street (which are predominantly Hispanic), have lower <br />education and economic scores, and worse environmental quality. Conversely, <br />neighborhoods to the north and east of Villa Park (predominantly White), have high <br />education and economic scores, and good environmental quality. <br />In Rancho Santa Margarita, residents across the city have relatively high access to <br />opportunities. All of the city’s neighborhoods are predominantly White. <br />In San Clemente, residents have relatively high access to opportunities compared to the <br />region. Geographically, compared to the rest of the city, neighborhoods north and east of <br />Max Berg Plaza Park have lower environmental quality, lower economic scores, and slightly <br />higher poverty rates. <br />In Santa Ana, Hispanic residents are more likely than other groups to be exposed to poverty <br />in their neighborhoods and are less likely than other groups to live in close proximity to <br />high performing schools, or in neighborhoods with high labor force participation and <br />human capital. Geographically, neighborhoods downtown, west of downtown, and <br />southeast of downtown have low economic scores, low education scores, high poverty <br />rates, and poor environmental quality. Neighborhoods in the north and south of the c ity <br />have better economic and education scores. <br />In Tustin, Hispanic residents (especially those below FPL) are less likely than other groups <br />to live in close proximity to high performing schools, or in neighborhoods with high labor <br />force participation and human capital; and are more likely to be exposed to poverty in their <br />neighborhoods. <br />In Westminster, AAPI residents are more likely than other groups to be exposed to poverty <br />in their neighborhoods and are less likely than other groups to live in close proximity to <br />high performing schools or jobs. Native American residents living below the FPL are also <br />less likely to live in close proximity to high performing schools or jobs. <br />EXHIBIT 6
