Fair Housing Issues and Action Plan <br />For each participating jurisdiction, this section outlines (1) the issues identified in the <br />preceding analysis; (2) the factors that create, contribute to, perpetuate, or increase the <br />severity of each fair housing issue; and (3) the actions each jurisdiction has taken or will <br />take to address those contributing factors in order to Affirmatively Further Fair Housing. <br />The actions listed below are included in the most recently approved and adopted Housing <br />Element for each jurisdiction, and include actions taken to affirmatively further fair housing <br />since the adoption of the Orange County Analysis of Impediments to Fair Housing Choice <br />in 2020. <br />A. Orange County Urban County <br />Across the Urban County jurisdictions, the preceding analysis identified the following fair <br />housing issues: <br />• Disparities in Access to Opportunities: Hispanic residents, and particularly those <br />living below the FPL, have the least access to low poverty neighborhoods, <br />neighborhoods in close proximity to high performing schools, and neighborhoods <br />with high labor force participation and human capital. <br />• Disproportionate Housing Needs: Housing cost burden is an issue for renters across <br />Orange County, including in the Urban County jurisdictions. Additionally, there are <br />racial/ethnic disparities in homeownership. Specifically, Black, Latino, and Native <br />American households have low homeownership rates compared to White and AAPI <br />households. The Black homeownership rate, the lowest among all groups, is <br />approximately half the White homeownership rate, which is the highest. <br />Within the jurisdictions that make up the Urban County, the following additional fair <br />housing issues were identified: <br />• Unincorporated Orange County <br />o Segregation: There are areas of high White segregation in the unincorporated <br />areas east of Rancho Santa Margarita, in North Tustin, in Orange Park Acres , <br />and in Rossmoor. <br />• Brea <br />o Disparities in Access to Opportunity: Based on analysis of fair housing <br />complaint data, individuals with disabilities disproportionately experience <br />discrimination in housing. <br />• Cypress <br />o Segregation: There are areas of high POC segregation (which are <br />predominantly AAPI neighborhoods), and there is overlap between the <br />location of publicly supported housing, including a high rate of voucher use, <br />EXHIBIT 6
