<br /> <br />Orange County 166 25-29 Regional AFH <br /> <br />requirements by establishing objective development <br />standards to eliminate subjective components of the <br />discretionary CUP process and ensure barrier free housing <br />choices for individuals with disabilities by December 2024. <br />c. Continue to support the provision of housing for individuals <br />with disabilities through updates to zoning regulations in <br />compliance with fair housing law by December 2023. <br />December 2023 <br />d. Encourage and facilitate housing development commensurate <br />with the City’s identified housing need in the RHNA allocation <br />on a continuous basis. <br />Ongoing <br />e. Apply for CDBG funding through the County of Orange Urban <br />County program and seek third-party grant writing assistance <br />for City’s Meals on Wheels senior program and ADA <br />improvements for streets and sidewalks by October 2025. <br />October 2025 <br />f. Establish Economic Development/Land Use Committee by <br />February 2024 to implement the following programs: <br />i. Review City-owned properties annually and identify <br />any surplus land that could be made available for <br />affordable housing development by June 2024. <br />ii. Explore options to allow and incentivize missing <br />middle and special needs residential uses in the R-3 as <br />part of the development standards amendments for <br />increased story count, parking, and lot coverage by <br />December 2024. <br />iii. Pursue strategies to facilitate housing development of <br />at least 10 housing units on religious, institutional, and <br />quasi-institutional lands, and adaptive reuse of <br />underutilized properties for affordable housing by <br />December 2024. Include potential residential <br />development and conduct targeted outreach to <br />interested parties for City-owned parcel on 5062 La <br />Palma Avenue and conduct outreach to the three large <br />churches within La Palma. Evaluate opportunities for <br />adaptive reuse as part of outreach to Centerpointe <br />property owners by December 2024. <br />iv. Report back to City Council on findings, <br />recommendations and provide update on program <br />implementation by December 2024. By 2027, <br />implement short term and midterm programs <br />identified in the Strategic Plan. <br />Report to Council by <br />December 2024. <br />Implement short and <br />midterm programs in <br />Plan by 2027. <br />EXHIBIT 6
