Seal Beach <br />Issue: Segregation, Disparities in Access to Opportunity, and Disproportionate Housing Needs <br />Contributing Factors: <br />1. Lack of affordable housing in high opportunity areas due to local land use and zoning laws. <br />Actions: Timeframe: <br />1. The City will process zoning and General Plan <br />amendments for sufficient sites with appropriate densities <br />as identified in the City’s Housing Element, to fully <br />accommodate the City’s remaining housing need. <br />2025 <br />2. Create a mixed-use zone that meets state requirements for <br />RHNA site designation, specifically to facilitate housing for <br />lower income households. The zoning code update <br />process will accommodate all relevant state requirements <br />regarding density and affordability and will engage with all <br />relevant stakeholders to ensure the development <br />standards can result in the development of the maximum <br />number of units allowed and facilitate the inclusion of <br />affordable units. <br />2025 <br />3. Make information on available incentives and concessions <br />available and evaluate their efficacy regularly. <br />Ongoing <br />4. Provide a streamlined and understandable process for the <br />development of ADUs and JADUs, supported by <br />incentives and resources as they may be available. Adopt <br />pre-approved plans. Permit 10 ADUs during the planning <br />period. <br />Revise ordinance by <br />September 2024 and adopt <br />pre-approved plans by June <br />2025. <br />5. Reduce barriers to housing development by streamlining <br />permit processing consistent with SB 35. <br />By January 2024 <br />6. Implement SB 9 requirements - Reduce barriers to housing <br />development through simplified processing and creating <br />incentives to make units created affordable. <br />Process 2 SB 9 projects <br />between 2021-2029. <br />7. Amend the Zoning Code to allow employee housing <br />consistent with Health and Safety Code §17021.5 and <br />17021.6. <br />August 2025 <br />8. Allow housing at select locations in the Main Street <br />Specific Plan. Permit two residential units in the Main <br />Street Specific Plan during the planning period. <br />By October 2025 <br />EXHIBIT 6
