Amend the City’s Zoning Code to meet requirement set forth in <br />the California Health and Safety Code Sections 17021.5 and <br />17021.6, which requires the City to permit farmworker housing <br />by‐right, without a conditional use permit, in single‐family zones <br />for six or fewer individuals and in agricultural zones with no more <br />than 12 units or 36 beds. Until the zoning code is updated, the <br />City will process any proposed farmworker housing by-right in <br />single-family zones pursuant to State Law. <br />Revise Zoning Code in <br />2025 <br />5. Review and update the Zoning Code to comply with the State <br />Density Bonus Law as part of the City’s rezone program. Reduce barriers to construction of housing for extremely low and <br />lower-income households through the following actions: <br />• Subsidize up to 100 percent of the City’s application <br />processing fees for qualifying developments where all units <br />are affordable to 80 percent AMI or lower, as funding is <br />available. <br />• Annually promote the benefits of this program to the <br />development community by posting information on its <br />webpage and creating a handout to be distributed with land <br />development applications regarding development <br />opportunities and incentives. <br />• Proactively reach out to developers at least once annually to <br />identify and promote development opportunities. <br />• Adopt priority processing and streamlined review for <br />developments with units affordable to lower income <br />households. <br />• Support funding development applications throughout the <br />planning period for projects proposing units affordable to <br />lower income households. <br />Ongoing <br />8.
