Review the General Plan, applicable Specific <br />Plans, and Zoning Code and Zoning Map to <br />evaluate opportunities for removing barriers <br />to housing production such as adding <br />housing capacity and accommodating a <br />greater mix of dwelling types and sizes in <br />High and Highest Resource areas identified <br />by the California Tax Credit Allocation <br />Committee (TCAC), focusing efforts in <br />northeastern and northwestern Fullerton. <br />Recommend amendments, as necessary, to <br />accommodate added housing capacity in <br />these areas. Additionally, review the Zoning <br />Code to identify opportunities to increase and <br />encourage a greater mix of dwelling types <br />and sizes, specifically housing types that may <br />accommodate moderate-income households <br />(e.g., duplexes, triplexes, fourplexes, <br />townhouses, courtyard buildings), in lower- <br />density residential areas and mixed-use <br />zones citywide and amend the Zoning Code <br />as needed (i.e., implementation of LTD). <br />Review the General Plan, applicable Specific <br />Plan, and Zoning Code and Zoning Map by <br />June 2025 and implement any changes by <br />January 2026. Following adoption of zoning <br />code changes, monitor at least 1,801 <br />moderate-income units and 2,238 lower- <br />income units to be constructed annually in <br />High and Highest Resource areas as <br />designated by TCAC. Permit the <br />development of at least 150 moderate- <br />income dwelling types in the neighborhoods <br />of E Las Palmas Dr/N Sunnywood Dr, Craig <br />Park, Sunny Hills, Bastanchury Rd/Fairway <br />Isles Dr, Acacia Park, and Byerrum Park <br />(Racially Concentrated Areas of Affluence) by <br />the end of 2029. <br />9. Identify and advertise housing opportunity <br />sites within one-quarter mile of public transit <br />stops in northern Fullerton. Educate <br />developers on the Transit Oriented <br />Development (TOD) Housing Program, <br />and/or pursue funding to increase transit <br />infrastructure in northern Fullerton. <br />On an ongoing basis, consult with interested <br />developers on the TOD Housing Program. <br />Conduct a study with OCTA to identify capital <br />projects to increase transit infrastructure by <br />2026. Apply for TOD Housing Program funds <br />as NOFA becomes available. <br />10. Monitor lot splits and two-unit developments <br />under SB 9, provide technical assistance to <br />homeowners, and develop or adjust <br />development standards as needed. Provide <br />easily accessible information and resources <br />about SB 9 on the City website. Conduct <br />outreach to homeowners’ associations in the <br />neighborhoods of E Las Palmas Dr/N <br />Sunnywood Dr, Craig Park, Sunny Hills, <br />Bastanchury Rd/Fairway Isles Dr, Acacia Park, <br />and Byerrum Park, and the neighborhoods in <br />Beginning in 2025, meet with at least one <br />homeowners’ association annually in the <br />areas of northwest Fullerton and the <br />neighborhoods of E Las Palmas Dr/N <br />Sunnywood Dr, Craig Park, Sunny Hills, <br />Bastanchury Rd/Fairway Isles Dr, Acacia Park, <br />and Byerrum Park to provide education on <br />SB 9 implementation.
