Multiple State laws have been passed since 2019 establishing <br />statewide standards for local regulations governing ADU <br />development. State law requires that ADUs be allowed in residential <br />and mixed-use areas despite local ordinances or homeowner’s <br />association rules and requirements. Additionally, State law requires <br />jurisdictions to develop a plan to encourage and incentivize ADUs in <br />an effort to address the current California housing crisis. <br />By January 2023 <br />16. Assembly Bill (AB) 671 requires local agencies’ Housing Elements to <br />include a plan that incentivizes and promotes the creation of ADUs <br />that can offer affordable rents for households with very-low-, low-, or <br />moderate-income households. As part of the ADU or dinance update <br />(including public outreach), the City will research feasible options to <br />facilitate affordable housing options for ADUs <br />By October 2024 <br />17. Housing Elements to include a plan that incentivizes and promotes <br />the creation of ADUs that can offer affordable rents for households <br />with very-low-, low-, or moderate-income households. As part of the <br />ADU ordinance update (including public outreach), the City will <br />research feasible options to facilitate affordable housing options for <br />ADUs <br />By the end of 2022 <br />and begin providing <br />incentives by January <br />2023 <br />18. The City will provide financial and other available assistance to <br />affordable housing property owners to preserve units. The <br />committed assistance may consist of both financial and non - <br />financial, in-kind services to incentivize the preservation of affordable <br />units. The total number of units to be preserved are seven extremely <br />low, 517 very low and 299 low-income units <br />By June 30, 2025 <br />19. The City will continue to monitor and preserve the affordability of all <br />publicly assisted housing units, and support applications by <br />nonprofits <br />Ongoing <br />20. The Sites Inventory includes four non- vacant sites with existing <br />residential uses. The sites are currently combined and house an 880- <br />unit apartment building. In considering a demolition and new <br />construction of residential development at the site (that increases the <br />total number of units), the City is proposing the incorporation of 465 <br />deed- restricted units affordable to very low - and low-income <br />households on this site, generating replacement units for any units <br />that may be inhabited by very low- and low-income families. <br />As development <br />projects are proposed <br />(timing dependent on <br />development <br />community) <br />21.
