Prepare and adopt a Single Room Occupancy Ordinance that sets regulations <br />for buildings designed for single room occupancy. <br />2025 <br />7. Prepare and adopt a Residential Care Facility Ordinance that establishes <br />regulations and standards for non-medical care facilities providing care to <br />individual requiring assistance. <br />2025 <br />8. Prepare and adopt a Farmworker and Employee Housing Ordinance that sets <br />standards and regulations for housing provided to farmworkers by their <br />employers. <br />2025 <br />9. Adopt a program to subsidize application processing fees for qualifying <br />developments where all units are affordable to 80% AMI or lower when funding <br />is available. <br />Ongoing <br />10. Continue providing CDBG funds to the Fair Housing Foundation to provide fair <br />housing activities to the community. <br /> <br /> <br />Issue: Disproportionate Housing Needs <br />Housing cost burden is an issue for renters across Orange County, including in the City of Orange. <br />Contributing Factors: <br />1. Lack of sufficient affordable housing <br />Actions: Timeframe: <br />1. The City will assist in preserving at‐risk units by, but not limited to, supporting <br />non‐profit applications for funding to purchase at‐risk units, work with property <br />owners to maintain affordability and develop preservation strategies, and assist <br />with funding when available. <br />Ongoing <br />2. The City will continue to seek qualified non‐profit organizations for acquisition, <br />construction, and rehabilitation of affordable housing. Funds will be available <br />annually, contingent on funding availability. <br />Annually <br />3. The City will continue to encourage through outreach to private and non‐profit <br />housing developers, the development of rental and for‐sale housing for larger <br />(5 or more individuals) families. The City will support developers/builders that <br />incorporate larger bedroom counts (3 or more bedrooms) to accommodate the <br />needs of larger families and reduce incidents of overcrowding in the existing <br />housing stock. The City will evaluate providing regulatory incentives such as <br />density bonuses that encourage and support the development of housing for <br />large families on a project‐by‐project basis. <br />Ongoing <br />4. The City will develop a program to subsidize application processing fees, when <br />funding is available, for qualifying developments where all units affordable to <br />80% AMI or lower.
