<br /> <br />Orange County 265 25-29 Regional AFH <br /> <br />Issue: Disparities in Access to Opportunities <br />Hispanic residents are more likely than other groups to be exposed to poverty in their <br />neighborhoods and are less likely than other groups to live in close proximity to high performing <br />schools, or in neighborhoods with high labor force participation and human capital. <br />Geographically, neighborhoods downtown, west of downtown, and southeast of downtown have <br />low economic scores, low education scores, high poverty rates, and poor environmental quality. <br />Neighborhoods in the north and south of the city have better economic and education scores. <br />Contributing Factors: <br />1. Lack of affordable housing <br />2. Lack of public investment in low opportunity areas <br />Actions: Timeframe: <br />1. Publish preapproved ADU plans and publicize ADU program through <br />dedicated web page in various languages to facilitate ADU construction. <br />Facilitate <br />construction of <br />723 ADUs <br />between 2021- <br />2029 <br />2. Enforce the City’s inclusionary housing ordinance, known as the <br />Affordable Housing Opportunity & Creation Ordinance (AHOCO), to <br />require eligible housing development projects of five or more units, <br />including condominium conversions, to include at least 15 percent of the <br />units as affordable to low-income households; or 10 percent of the units <br />affordable to very low-income households; or 5 percent to extremely low- <br />income households; or a minimum of 10 percent available affordable <br />households with five (5)5 percent to low- income, 3 percent to very low- <br />income, and 2 percent to extremely low-income households, for rental <br />housing. Require 5 percent of the units as affordable to moderate-income <br />households for for-sale housing. <br />Ongoing <br />3. Establish guidelines as part of the Comprehensive Zoning Code Update <br />for new housing development projects to include a variety of unit sizes, <br />including units for large families, that are affordable to extremely low-, <br />very low-, and low-income families. <br />By December 2025 <br />4. Annually monitor the status of at-risk housing projects, specifically the <br />Warwick Square, Highland Manor, and other projects that may come due. <br />Contact owners of properties at risk of conversion within one year of <br />expiration to discuss City’s desire to preserve projects as affordable <br />housing. <br />Annually <br />5.
