Implement incentives that will facilitate lot consolidation and increase <br />the overall feasibility of affordable housing projects; as part of the City’s <br />Zoning Code Update, incorporate specific development standards that <br />support lot consolidation, such as a reduction in parking standards, <br />shared parking arrangements in mixed-use projects, a reduction of <br />minimum unit size, and modification of setback requirements. Address substandard housing through the following actions: <br />a. Using the land use data generated from the General Plan Update, <br />adopted in 2020, combined with the data generated from the 2007 <br />Housing Conditions Survey, identify multifamily projects with the <br />most significant level of deterioration for the purpose of providing <br />loans for rehabilitation of multifamily units, subject to the applicable <br />funding source requirements. <br />2021-2029 <br />b. Provide funding through the Neighborhood Pride Multi-Family <br />Rental Rehabilitation Program to bring at least 14 substandard units <br />up to code. <br />2021-2029 <br />c. Continue to conduct annual community workshops explaining code <br />compliance issues.
