The City determined that impacts related to archaeological resources (Impact 4.4-1) unique <br />paleontological resources (Impact 4.4-2), and disturbing human remains were less than <br />significant with the implementation of mitigation measures. Impacts related to historical <br />resources (Impact 4.4-3) were found to be significant and unavoidable and that specific <br />economic, social, or other considerations make infeasible additional mitigation. Specifically, no <br />additional feasible mitigation measures exist that would avoid or substantially reduce these <br />impacts. <br />The TZC EIR states that there are 80 designated historic properties that are listed on the Santa <br />Ana Register of Historical Properties, five that are listed on the California Points of Historical <br />Interest, and one that is listed on the California Historical Landmarks within and adjacent to the <br />TZC area. <br />The TZC area has already been subject to extensive disruption from previous development and <br />may contain artificial fill materials. The proposed adoption of the text regulations identified in <br />Table 1 — Current and Proposed Text Regulations would not require preparation of a <br />supplemental or subsequent EIR because specific development projects are neither included <br />nor required, nor would the project introduce new land uses that would have impact to cultural <br />or tribal cultural resources that could otherwise make the long-term significant and unavoidable <br />historical resource impacts more severe. <br />Any future development within the TZC area requiring discretionary action would continue to be <br />subject to a project -level CEQA review at the time an application is filed for an individual project. <br />In addition, compliance with the existing regulations and proposed amendments will assure that <br />potential impacts are not exacerbated. Mitigation measures MM4.4-1(a), MM4.4-1(b), MM4.4- <br />2(a), MM4.2(b), and MM4.4-3 would continue to apply. In addition, compliance with the existing <br />regulations and proposed regulations identified in Table 1 — Current and Proposed Text <br />Regulations will assure that potential impacts are not exacerbated, which will result in a <br />beneficial impact to cultural resources. Therefore, the project does not trigger new cultural or <br />tribal cultural resource impacts requiring the preparation of a subsequent or supplemental EIR. <br />There would be no new or more severe significant impacts to cultural and tribal cultural <br />resources. <br />5.5 HAZARDS AND HAZARDOUS MATERIALS <br />This section analyzes the effects to hazards and hazardous materials from implementing the <br />proposed zoning code regulations. <br />Would the project: <br />a. Create a significant hazard to the public or the environment through the routine <br />transport, use, or disposal of hazardous materials? <br />b. Create a significant hazard to the public or the environment through reasonably <br />foreseeable upset and accident conditions involving the release of hazardous materials <br />into the environment? <br />c. Emit hazardous emissions or handle hazardous or acutely hazardous materials, <br />substances, or waste within one -quarter mile of an existing or proposed school? <br />d. Be located on a site which is included on a list of hazardous materials sites compiled <br />pursuant to Government Code Section 65962.5 and, as a result, would it create a <br />significant hazard to the public or the environment? <br />e. For a project located within an airport land use plan or, where such a plan has not been <br />adopted, within two miles of a public airport or public use airport, would the project result <br />in a safety hazard for people residing or working in the project area? <br />January 2025 29 Environmental Analysis <br />
