This section analyzes the effects on land use from implementing the proposed zoning code <br />regulations. <br />Would the project: <br />a. Introduce new land uses that would result in conflicts of use? <br />b. Physically divide an established community? <br />c. Conflict with any applicable land use plan, policy, or regulation of an agency with <br />jurisdiction over the project (including, but not limited to the general plan, specific plan, <br />local coastal program, or zoning ordinance) adopted for the purpose of avoiding or <br />mitigating an environmental effect. ? <br />d. Conflict with any applicable habitat conservation plan or natural community conservation <br />plan? <br />TZC EIR Conclusions <br />• The Transit Zoning Code (SD 84A and SD 84B) area is not located within either a <br />natural community plan or applicable habitat conservation plan. The Transit Zoning <br />Code (SD 84A and SD 84B) area does not contain any critical or sensitive habitat. (DEIR <br />Section 4.6.3: Effects Found to Have No Impact) <br />• The Transit Zoning Code (SD 84A and SD 84B) would not result in conflicts of use. <br />(Impact 4.7-1: Less Than Significant without mitigation) <br />• The proposed Transit Zoning Code (SD 84A and SD 84B) would not physically divide an <br />established community. (Impact 4.7-2: Less Than Significant without mitigation) <br />• The proposed Transit Zoning Code (SD 84A and SD 84B) would conflict with the Santa <br />Ana General Plan by adopting standards and land uses not currently allowed within the <br />proposed Transit Zoning Code (SD 84A and SD 84B) area; however, as part of the <br />proposed project, the General Plan would be amended to incorporate the proposed land <br />uses and development standards. (Impact 4.7-3: Less Than Significant without <br />mitigation) <br />TZC EIR Mitigation Measures <br />All impacts were below the level of significance and mitigation measures are not necessary nor <br />recommended. <br />Project Analysis and Conclusion <br />The City determined that impacts related to conflicts with a natural community plan or applicable <br />habitat conservation plan would have no impacts (DEIR Section 4.6.3: Effects Found to Have <br />No Impact). Impacts related to incompatible land uses (Impact 4.7-1), potential to divide an <br />established community (Impact 4.7-2), and conflicts with the Santa Ana General Plan (Impact <br />4.7-3) were below the level of significance and did not require mitigation. <br />The proposed zoning ordinance amendments are consistent with various goals and policies of <br />the Santa Ana General Plan, as required by Government Code Section 65860, by timely <br />addressing current inconsistencies within an area of the City prioritized for addressing <br />environmental justice and impacts were found to be less than significant.
