system design analysis to ensure that proposed projects are in accordance to meet standard <br />fire protection design requirements. (Impact 4.10-1) <br />MM4.10-2 Any development that would exceed two stories in height shall submit site -specific <br />security plans to the SAPD for review prior to issuance of a building permit. (Impact 4.10-2) <br />MM4.10-3 No developer within the Transit Zoning Code (SD 84A and SD 84B) boundaries shall <br />utilize a frequency of 800 MHz, which is reserved for emergency services. (Impact 4.10-2) <br />MM4.10-4 Individual project developers shall pay school impact fees prior to the issuance of <br />occupancy permits. (Impact 4.10-3) <br />MM4.10-5 Prior to issuance of a building permit for a residential development project, or change <br />of use from non-residential to residential within the Transit Zoning Code (SD 84A and SD 84B) <br />area, project applicants shall pay to the City of Santa Ana the Park Acquisition and <br />Development Fee. (Impact 4.10-5) <br />Project Analysis and Conclusion <br />The City determined that impacts related to the provision of library services (Impact 4.10-4) and <br />recreation park facilities (Impact 4.10-5) were below the level of significance and did not require <br />mitigation. Impacts related to fire services (Impact 4.10-1), Police services (Impact 4.10-2) and <br />generation of new school children (Impact 4.10-3) were less than significant with the <br />implementation of mitigation measures. <br />Any future development within the TZC area requiring discretionary action would continue to be <br />subject to a project -level CEQA review at the time an application is filed for an individual project. <br />Mitigation measures MM4.10-1 through MM4.10-5 would continue to apply. <br />The proposed adoption of the text regulations identified in Table 1 — Current and Proposed Text <br />Regulations would not require preparation of a supplemental or subsequent EIR because <br />specific development projects are neither included nor required. In addition, compliance with the <br />existing regulations and proposed amendments will assure that potential impacts are not <br />exacerbated, which will result in a beneficial impact to public services. Therefore, the existing <br />less than significant and significant and public services impacts would not result in new or <br />different impacts. <br />5.11 TRANSPORTATION <br />This section analyzes the effects on transportation from implementing the proposed zoning code <br />regulations. <br />Would the project: <br />a. Cause an increase in traffic which is substantial in relation to the existing traffic load and <br />capacity of the street system (i.e., result in a substantial increase in either the number of <br />vehicle trips, the volume to capacity ratio on roads, or congestion at intersections)? <br />b. Exceed, either individually or cumulatively, a level of service standard established by the <br />county congestion management agency for designated roads or highways? <br />c. Result in a change in air traffic patterns, including either an increase in traffic levels or a <br />change in location that results in substantial safety risks? <br />d. Substantially increase hazards due to a design feature (e.g., sharp curves or dangerous <br />intersections) or incompatible uses (e.g., farm equipment)? <br />January 2025 44 Environmental Analysis <br />
