advantages or value associated with their proposal. <br />Foster Youth Liaison Project: Peer Mentors provide one-on-one case management to <br />foster youth to assist them with occupational development and preparation for the labor <br />force. The Foster Youth Liaison Project (FYLP) effectively served 12 <br />foster/emancipated youth in PY 06/07, 19 foster/emancipated youth in PY 07/08, 17 <br />foster/emancipated youth in PY 08/09 and we are currently serving 20 foster/emancipated <br />youth in PY 09/10. FYLP has proven to be an effective program, helping clients attain <br />and retain employment, develop employment skills, earn a diploma/certificate, enroll in <br />school, and improve literacy/numeracy rates. See 2008/2009 performance below: <br />2008/2009 Local WIA Performance Rates: <br />Population Ages # to be <br />served Performance Measurements <br />Older, Out-of-School 18-21 15 Entered Employment/Education Rate (17 eligible clients) 11 65% <br /> Diploma/Certificate Rate (17 eligible clients) 8 45% <br /> Literacy/Numeracy Gains (17 eligible clients) 3 15% <br />Goal: Enroll 15 clients <br />Performance: We over-enrolled by two for a total of 17 clients. <br />Goal: At least 11 Clients will enter unsubsidized employment or post-secondary <br />education after exit and by the end of the first quarter after exit. <br />Performance: 3 clients entered unsubsidized employment, 4 clients enrolled in <br />post-secondary education, and 4 clients entered unsubsidized employment and <br />enrolled in post-secondary education for a total of 11 clients. <br />Goal: At least 8 clients will complete a diploma or certificate by the end of the 3rd <br />quarter after exit. <br />Performance: 1 client completed a high school diploma and 4 clients completed <br />forklift certifications for a total of 5. 5 clients are still pursuing credentials and at <br />least 3 of them will meet the March 31, 2010 deadline. <br />Goal: At least 3 clients will improve literacy/numeracy rates by exit. <br />Performance: 4 clients improved literacy/numeracy rates in both reading and in <br />math and 2 clients improved numeracy rates in math for a total of 6. <br />Our Other Programs... <br />Children's Trust Fund: Provides financial assistance for higher education and special <br />needs such as summer camp, sports programs and counseling. <br />Guardian Scholars Program: In collaboration with local educational institutions, this <br />program provides scholarships and on-campus support including academic advisement, <br />housing, job assistance, tutoring, financial aid, and mentoring to help former foster youth <br />navigate the personal and academic challenges of university, community college, or trade <br />school. <br />OCF/Foster Youth Liaison Project PY 10/11 15 <br />EXHIBIT A
