SUBCONTRACTOR AGREEMENT FOR RAPID RE-HOUSING <br />}hlshw MMPI GPI'. AND SERVICES COORDINATION BETWEEN STANDUP FOR KIDS <br /> AND THE CITY OF SANTA ANA <br /> THIS AGREEMENT is made and entered into on this 20th day of May, 2025 by and <br /> between StandUp for Kids, a California nonprofit corporation ("Subcontractor"), and the City <br /> of Santa Ana, a charter city and municipal corporation organized and existing under the <br /> Constitution and laws of the State of California("City"). <br /> RECITALS <br /> A. The State of California established the Homeless Housing, Assistance, and Prevention <br /> Program Round 4 ("HHAP-4" or "Program") pursuant to Chapter 6 (commencing with <br /> Section 50216)of Part 1 of Division 31 of the Health and Safety Code. (Amended by Stats. <br /> 2021, Ch. 111, See. 4 (AB 140)Effective July 19, 2021.) The Program is administered by <br /> the California Homeless Coordinating and Financing Council ("HCFC") in the Business, <br /> Consumer Services and Housing Agency. HHAP-4 provides flexible block grant funds to <br /> Continuums of Care, large cities and counties to build on the regional coordination created <br /> through previous HCFC grant funding and support local jurisdictions in their unified <br /> regional responses to reduce and end homelessness. <br /> B. The City is the recipient of HHAP-4 funds from the State of California. In 2023, the City <br /> entered into an agreement with the State of California, Agreement Number 23-HHAP- <br /> 10015 receiving and recognizing $5,092,995.47 in HHAP-4 grant funds to be used by the <br /> City to reduce and end homelessness (collectively, "State HHAP-4 Contract"). A true and <br /> correct copy of the State HHAP-4 Contract is attached hereto as Exhibit A and <br /> incorporated herein by this reference. <br /> C. On May 7, 2024, the City issued a Request for Proposal No. 24-067A ("RFP"), <br /> incorporated herein by reference as if set out in full, by which it sought a qualified <br /> subcontractor/consultant to provide special skills and knowledge in the field of Rapid Re- <br /> Housing and Service Coordination under the Program. Subcontractor submitted a <br /> responsive proposal that was selected by the City. <br /> D. In accordance with the Program,the City will collaborate with Subcontractor to implement <br /> a Rapid Re-Housing program together with Services Coordination to meet the needs of <br /> Santa Ana residents under the age of 25 who ae experiencing homelessness in the City of <br /> Santa Ana. Rapid Re-Housing provides time-limited rental assistance and services. The <br /> Services Coordination component provides various stabilization services. <br /> E. Subcontractor has been made aware of the State HHAP-4 Contract and agrees to comply <br /> with the conditions of the State HHAP-4 Contract and he applicable State requirements <br /> governing the use of HHAP-4 grant funds. <br /> F. In undertaking the performance of this Agreement, Subcontractor represents that it is <br /> knowledgeable in its field and that any services performed by Subcontractor under this <br /> Page 1 of 10 <br /> #2006970v1 <br />
