Dear Mayor and Members of the Santa Ana City Council, My name is Kirk Carlson, and I'm a retired U.S. Marine and the founder of Covenant of Courage, a nonprofit dedicated to protecting the dignity and rights of injured veterans through advocacy, education, and policy reform. I respectfully submit the following public comment for your review and consideration: Public Comment — Endorsement Request for #ReasonableRanks Veteran Advocacy Campaign Each year, thousands of service members are involuntarily discharged after sustaining injuries in training or non -combat settings not for misconduct, but because they are deemed non - deployable. Current military policies offer no reassignment path, even for those still capable of serving in support or administrative roles. The #ReasonableRanks campaign seeks to reform this system by aligning military discharge practices with ADA protections and Equal Protection Clause standards, ensuring that injured but capable troops are not unfairly removed from service. The City of Corona recently issued a formal Letter of Support for the campaign (attached), recognizing that this issue affects military families across Southern California. We are now requesting the same from the City of Santa Ana, a city known for its strong commitment to equity, inclusion, and veteran support.
