NS-3080 entitled AN ORDINANCE OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA ADDING ARTICLE XII ENTITLED DISCLOSURE OF <br />CERTAIN ENFORCEMENT ACTIONS TO CHAPTER 2 OF THE SANTA ANA <br />MUNICIPAL CODE REQUIRING DISCLOSURE OF FEDERAL ELECTION <br />COMMISSION AND CALIFORNIA FAIR POLITICAL PRACTICES COMMISSION <br />ENFORCEMENT ACTIONS FOR CERTAIN LICENSES, PERMITS OR OTHER <br />ENTITLEMENTS FOR USE <br /> <br />MINUTES: Councilmember Bacerra spoke in support of the item. <br /> <br />Councilmember Phan requested an amendment to section 2-921(a) of the <br />ordinance to change the word “involving” to “against.” <br /> <br />Councilmember Lopez expressed concern regarding the 10-year requirement <br />possibly burdening staff to do research and requested an economic development <br />analysis to determine if it might discourage developer applicants. <br /> <br />Discussion ensued regarding transparency and reporting requirements referenced <br />in the ordinance. <br /> <br />City Attorney Sonia Carvalho provided clarification regarding the decision to use the <br />definitions referenced in the Government Code. <br /> <br />Councilmember Phan spoke in favor of continuing to use the definitions as provided <br />in the Government Code for consistency. <br /> <br />Councilmember Lopez expressed concern with the ordinance language and <br />expressed support for campaign finance reform. <br />
