Police Department <br />www.santa-ana.org/pd <br />Item # 17 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />June 17, 2025 <br />TOPIC: Inmate Meals and Commissary Services Agreement <br />AGENDA TITLE <br />Fifth Amendment to Agreement with Aramark Correctional Services, LLC (General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute a fifth amendment to the agreement with Aramark <br />Correctional Services, LLC, to provide inmate meals and commissary services for an <br />additional three-month period from July 1, 2025 through September 30, 2025, in the <br />additional amount of $500,000 for a total aggregate amount not to exceed $8,183,326 <br />(Agreement No. A-2025-XXX). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />In January 2025, City staff began the Request for Proposals (RFP) process for contracted <br />food service and inmate commissary services at the Santa Ana Jail. On March 17, 2025, <br />the Police Department issued Request for Proposals (RFP #25-038) on the City's online <br />bid management and publication system to identify and qualify suitable vendors capable <br />of providing inmate meals and commissary services in accordance with the State of <br />California’s Title 15 nutritional requirements and in compliance with all health and safety <br />standards. The RFP process is nearing its final stage but the Police Department requires <br />additional time to select a vendor and negotiate a new agreement. <br />Aramark Correctional Services, LLC (“Aramark”) is the Police Department's current <br />provider of inmate meals. It also operates the Department's cafeteria (Code 7 Cafe) and <br />manages the inmate commissary program. The City Council approved the original three- <br />year agreement on October 20, 2020 and has since approved subsequent amendments <br />to increase the compensation amount due to Consumer Price Index and/or to extend the <br />term. <br />The agreement with Aramark is set to expire on June 30, 2025. This amendment is <br />necessary to provide continuity of services until the procurement process is completed
