<br />Preparedness Grants Manual <br />affect public safety or mass transit operations. The recipient will also ensure that such <br />activities include, over a period, a presence in operational areas of the mass transit system <br />during peak and off-peak hours. The recipient agrees that EDCTs will be utilized in the field at <br />least 80% of their duty time, annually; <br />7. The recipient will provide safe and sanitary kennel facilities for program canines, and these <br />costs may be allowable with prior approval by FEMA. This applies to kenneling canines at a <br />mass transit system, handlers’ residences, or commercial boarding facilities. Canines must not <br />be left in makeshift accommodations or without proper supervision, protection, and care. The <br />recipient will ensure that canines are transported on-duty and off-duty in vehicles configured <br />with adequate temperature control, padding, and screening to ensure proper health, safety, <br />and security; and <br />8. The recipient will ensure that adequate routine and emergency veterinary care are provided for <br />all canines. <br />Note: FEMA reserves the right to conduct an on-site operational and record review upon 48-hour <br />notice to ensure compliance with applicable federal regulations. <br />10.4.2. CAPITAL (CONSTRUCTION) PROJECTS GUIDANCE (TRANSIT SECURITY GRANT <br />PROGRAM, INTERCITY PASSENGER RAIL PROGRAM, INTERCITY BUS SECURITY <br />GRANT PROGRAM) <br />The recipient must obtain written approval from FEMA prior to the use of any program funds for <br />construction or renovation projects. When applying for construction funds, including communications <br />towers, the recipient must submit evidence of approved zoning ordinances, architectural plans, and <br />any other locally required planning permits. Additionally, the recipient is required to submit a SF-424C <br />Form and budget detail citing the project costs and a SF-424D Form for standard assurances for the <br />construction project. <br />Additional guidance for Transit Security Grant Program Capital (Construction) Projects: <br />Capital expenditures are defined in 2 C.F.R. § 200.1 as expenditures to acquire capital assets or <br />expenditures to make additions, improvements, modifications, replacements, rearrangements, <br />reinstallations, renovations, or alterations to capital assets that materially increase their value or <br />useful life. Use of capital expenditures must comply with 2 C.F.R. § 200.439. See Section 4.5.1 <br />“Construction and Renovation” for more information. <br />90
