RESOLUTION NO. 2025-021 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA CONCERNING THE STATUS AND UPDATE <br /> OF THE MOBILITY ELEMENT, AND MITIGATION FEE <br /> PROGRAM FOR THE MEASURE M (M2) PROGRAM <br /> WHEREAS, the City of Santa Ana ("City') desires to maintain and improve the <br /> streets within its jurisdiction, including those arterials contained in the Master Plan of <br /> Arterial Highways ("MPAH"); and <br /> WHEREAS, the City has endorsed a process for determining consistency between <br /> the City's Mobility Element and the MPAH; and <br /> WHEREAS, the City has adopted a General Plan Mobility Element which does not <br /> preclude implementation of the MPAH within its jurisdiction; and - <br /> WHEREAS, the City is required to adopt a resolution biennially informing the <br /> Orange County Transportation Authority ("OCTA") that the City's Mobility Element is in <br /> conformance with the MPAH and whether any changes to any arterial highways of said <br /> Mobility Element have been adopted by the City during Fiscal Years (FY) 2023-24 and <br /> FY 2024-25; and <br /> WHEREAS, the City is required to send biennially to the OCTA all recommended <br /> changes to the City Mobility Element and the MPAH for the purposes of re-qualifying for <br /> participation in the Comprehensive Transportation Funding Programs; and <br /> WHEREAS, the City is required to adopt a resolution biennially certifying that the <br /> City has an existing Mitigation Fee Program that assesses traffic impacts of new <br /> development and requires new development to pay a fair share of necessary <br /> transportation improvements attributable to the new development. <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council for the City of Santa <br /> Ana, does hereby inform OCTA that: <br /> Section 1. The arterial highway portion of the Mobility Element of the City is in <br /> conformance with the MPAH. <br /> Section 2. The City attests that no unilateral reduction in through lanes has <br /> been made on any MPAH arterials during FY 2023-24 and FY 2024-25. <br /> Section 3. The City affirms that it will bring forward requests to amend the <br /> MPAH, when necessary, in order to ensure that the MPAH and the General Plan Mobility <br /> Circulation Element remain consistent. <br /> Resolution No. 2025-021 <br /> Page 1 of 2 <br />
