Displace substantial numbers of people, necessitating the construction of replacement <br /> housing elsewhere? <br /> TZC EIR Conclusions <br /> • Implementation of the proposed project would accommodate projected population and <br /> housing growth. (Impact 4.9-1: Less Than Significant without mitigation) <br /> • Construction of development projects pursuant to the Transit Zoning Code (SD 84A <br /> and SD 8413) could displace existing people or housing. However, this displacement <br /> would not necessitate the construction of additional replacement housing elsewhere. <br /> (Impact 4.9-2: Less Than Significant without mitigation) <br /> TZC EIR Mitigation Measures <br /> All impacts were below the level of significance and mitigation measures are not necessary nor <br /> recommended. <br /> Project Analysis and Conclusion <br /> The City determined that impacts related to accommodating population and housing growth <br /> Impact 4.9-1) and displacement of existing housing (Impact 4.9-2) were below the level of <br /> significance and did not require mitigation. <br /> Any future development within the TZC area requiring discretionary action would continue to <br /> be subject to a project-level CEQA review at the time an application is filed for an individual <br /> project. The proposed adoption of the text regulations identified in Table 1 — Current and <br /> Proposed Text Regulations would not require development of housing units. The new <br /> regulations would provide architectural standards to any future development that would <br /> regulate the manner in which individual parcels and blocks are developed to create diverse <br /> and pedestrian-oriented development that would be consistent with the TZC area. In addition, <br /> there shall be no increase in the number of dwelling units unless the site on which the structure <br /> is located complies with the off-street parking and open space requirements of the SAMC. <br /> Therefore, the existing less than significant population, housing and employment impacts <br /> would not result in new or different impacts nor would it increase unplanned growth and does <br /> not trigger new population and housing impacts requiring the preparation of a subsequent or <br /> supplemental EIR. <br /> 5.10 PUBLIC SERVICES <br /> This section analyzes the effects to public services and recreational and park facilities from <br /> implementing the proposed zoning code regulations. <br /> Would the project: <br /> January 2025 44 Environmental Analysis <br /> Resolution No. 2025-023 <br /> Page 52 of 65 <br />
