21. First Amendment to Interagency Agreement with the Orange County Water District and Moulton Niguel Water District Department(s): Public Works Agency Recommended Action: Authorize the City Manager to execute the first amendment to the agreement with Orange County Water District and Moulton Niguel Water District, to extend the term of the agreement to June 30, 2028, and to amend the scope of work to include a final design of the proposed infrastructure based on the preliminary design analysis (Agreement No. A-2025-076). MOTION: Councilmember Hernandez moved to approve the recommended action for Item No. 21 as part of the Consent Calendar, seconded by Mayor Amezcua. The motion carried, 6-0-1, by the following roll call vote: AYES: COUNCILMEMBER BACERRA, COUNCILMEMBER HERNANDEZ, COUNCILMEMBER LOPEZ, COUNCILMEMBER PENALOZA, MAYOR PRO TEM NOES: VAZQUEZ, MAYOR AMEZCUA ABSTAIN: NONE ABSENT: COUNCILMEMBER PHAN (recusal) NONE Status: 6 -- 0 — 1 — Pass 22. Resolution Authorizing the City of Santa Ana to Donate Surplus Public Works Equipment to Sister City, Sahuayo de Morelos, Michoacan, Mexico Department(s): Public Works Agency Recommended Action: Adopt a resolution authorizing the City of Santa Ana to donate surplus Public Works equipment to Sister City Sahuayo de Morelos, Michoacan, Mexico.
