. Administrative Plan 7/1/2025 <br /> <br />Page 7-10 <br />EIV Identity Verification <br />The EIV system verifies tenant identities against SSA records. These records are compared to <br />PIC data for a match on social security number, name, and date of birth. <br />PHAs are required to use EIV’s Identity Verification Report on a monthly basis to improve the <br />availability of income information in EIV [Notice PIH 2018-18]. <br />When identity verification for a participant fails, a message will be displayed within the EIV <br />system and no income information will be displayed. <br />SAHA Policy <br />SAHA will identify participants whose identity verification has failed by reviewing <br />EIV’s Identity Verification Report on a monthly basis. <br />SAHA will attempt to resolve PIC/SSA discrepancies by obtaining appropriate <br />documentation from the participant. When SAHA determines that discrepancies exist due <br />to SAHA errors such as spelling errors or incorrect birth dates, the errors will be <br />corrected promptly. <br />Upfront Income Verification Using Non-HUD Systems (Optional) <br />In addition to mandatory use of the EIV system, HUD encourages PHAs to utilize other upfront <br />verification sources. <br />SAHA Policy <br />SAHA will inform all applicants and participants of its use of other up-front income <br />verification sources, such as The Work Number (an automated verification system) and <br />state government databases, to validate tenant-reported income. <br />EXHIBIT 1
