Administrative Plan 7/1/2025 Page 12-9 <br />A family member has engaged in or threatened violent or abusive behavior toward <br />SAHA personnel. <br />Abusive or violent behavior towards SAHA personnel includes verbal as <br />well as physical abuse or violence. Use of racial epithets, or other <br />language, written or oral, that is customarily used to intimidate may be <br />considered abusive or violent behavior. <br />Threatening refers to oral or written threats or physical gestures that <br />communicate intent to abuse or commit violence. <br />In making its decision to terminate assistance, SAHA will consider alternatives as <br />described in Section 12-II.C and other factors described in Sections 12-II.D and 12-II.E. <br />Upon consideration of such alternatives and factors, SAHA may, on a case-by-case basis, <br />choose not to terminate assistance. <br />Family Absence from the Unit [24 CFR 982.312] <br />The family may be absent from the unit for brief periods. The PHA must establish a policy on <br />how long the family may be absent from the assisted unit. However, the family may not be <br />absent from the unit for a period of more than 180 consecutive calendar days for any reason. <br />Absence in this context means that no member of the family is residing in the unit. <br />SAHA Policy <br />If the family is planning on being absent from the unit in excess of 14 calendar days, the <br />family must notify SAHA. <br />If the family is absent from the unit for more than 30 days for medical reasons, the family <br />must provide written verification from a physician or other licensed health care provider. <br />If the family is absent from the unit for more than 60 consecutive calendar days, the <br />family’s assistance may be terminated. Notice of proposed termination will be sent in <br />accordance with Section 12-II.F. <br />If the family is a single member household, with a reasonable accommodation, SAHA <br />may approve absence from the unit for up to 180 consecutive calendar days. <br />Upon the PHA’s HOTMA 102/104 compliance date, the below section on the asset <br />limitation is added: <br />Asset Limitation [24 CFR 5.618; Notice PIH 2023-27] <br />The PHA has discretion with respect to the application of the asset limitation at annual and <br />interim reexamination. The PHA may adopt a written policy of total nonenforcement, <br />enforcement, or limited enforcement as well as adopting exception policies. <br />SAHA Policy <br />SAHA has adopted a policy of total nonenforcement of the asset limitation for all <br />program participants. The asset limitation only applies to initial eligibility determinations <br />for new admissions to the SAHA’s HCV program. <br />EXHIBIT 1
