<br /> Administrative Plan 7/1/2025 <br />. <br />Page 15-19 <br />Distribution of HAP [24 CFR 982.623(c)] <br />The PHA pays the owner of the space the lesser of the housing assistance payment or the portion <br />of the monthly rent due to the owner. The portion of the monthly rent due to the owner is the <br />total of: <br /> The actual rent charged by the owner for the manufactured home space; and <br /> Charges for the maintenance and management the space owner must provide under the lease. <br />If the housing assistance payment exceeds the portion of the monthly rent due to the owner, the <br />PHA may pay the balance of the housing assistance payment to the family. Alternatively, the <br />PHA may pay the balance to the lender or utility company, in an amount no greater than the <br />amount due for the month to each, respectively, subject to the lender’s or utility company’s <br />willingness to accept the PHA’s payment on behalf of the family. <br />SAHA Policy <br />If the housing assistance payment exceeds the portion of the monthly rent due to the <br />owner, the SAHA will pay the balance to the family. <br />Single HAP to Family [24 CFR 982.623.(d)] <br />If the owner of the manufactured home space agrees, the PHA may make the entire housing <br />assistance payment to the family, and the family is responsible for paying the owner directly for <br />the full amount of rent of the manufactured home space due to the owner, including owner <br />maintenance and management charges. <br />SAHA Policy <br />SAHA will not exercise the option to pay a single HAP and will pay HAP directly to the <br />owner. <br />15-VI.D. MANUFACTURED HOMES: HOUSING QUALITY STANDARDS <br />[24 CFR 982.621] <br />Under either type of occupancy described in 15-VI.A. above, the manufactured home must meet <br />all housing quality standards performance requirements and acceptability criteria discussed in <br />Chapter 8 of this plan. In addition, the following requirements apply: <br />Performance Requirement: A manufactured home must be placed on the site in a stable <br />manner and must be free from hazards such as sliding or wind damage. <br />Acceptability Criteria: The home must be securely anchored by a tie-down device that <br />distributes and transfers the loads imposed by the unit to appropriate ground anchors to <br />resist overturning and sliding. <br />EXHIBIT 1
