Administrative Plan 7/1/2025 Page 17-36 <br />Initial Inspection: Existing Housing [24 CFR 983.103(c)] <br />The PHA must inspect and determine that all of the proposed PBV units fully comply with <br />housing quality standards before entering into the HAP contract, unless the PHA has adopted a <br />policy to enter into a HAP contract for units that fail the initial inspection as a result of only non- <br />life-threatening conditions (NLT option), or if the unit passed an alternative inspection, or both. <br />The PHA must establish in its administrative plan the amount of time that may elapse between <br />the initial inspection of existing housing and execution of a HAP contract for that unit. <br />SAHA Policy <br />SAHA will not provide assistance on behalf of the family until the unit fully complies <br />with housing quality standards. <br />SAHA will not rely on alternative inspections for initial inspections. <br />The HAP contract for existing housing must be executed within 60 calendar days of the <br />initial inspection. <br />Turnover Inspections [24 CFR 983.103(d)] <br />Before providing assistance to a new family in a contract unit, the PHA must inspect the unit. <br />The PHA may not provide assistance on behalf of the family until the unit fully complies with <br />housing quality standards. <br />Periodic Inspections [24 CFR 983.103(e); FR Notice 6/25/14] <br />At least once every 24 months during the term of the HAP contract (or at least triennially for <br />small rural PHAs), the PHA must inspect a random sample consisting of at least 20 percent of <br />the contract units in each building to determine if the contract units and the premises are <br />maintained in accordance with housing quality standards. Turnover inspections are not counted <br />toward meeting this inspection requirement. <br />SAHA Policy <br />SAHA will inspect on an annual basis 100 percent of the contract units in each building <br />to determine if the contract units and the premises are maintained in accordance with <br />housing quality standards. <br />For permanent supportive housing projects, SAHA may inspect 100 percent of the <br />contract units in each build twice a year to determine if the contract units and the <br />premises are maintained in accordance with housing quality standards <br />If more than 20 percent of the sample of inspected contract units in a building fail the initial <br />inspection, the PHA must reinspect 100 percent of the contract units in the building. <br />This requirement also applies in the case of a HAP contract that is undergoing development <br />activity after HAP contract execution; however, if the periodic inspection occurs durin g the <br />period of development activity covered by the rider and fewer than 20 percent of contract units in <br />each building are designated in the rider as available for occupancy, the PHA is only required to <br />inspect the units in that building that are designated as available for occupancy. <br />EXHIBIT 1
