ORGANIZATION OF THE WAITING LIST [24 CFR 983.251(c)] <br />Applicants who will occupy units with PBV assistance must be selected from the waiting list for <br />the PBV program. The PHA or owner (as applicable) may establish selection criteria or <br />preferences for occupancy of particular PBV units. The PHA may place families referred by the <br />PBV owner on its PBV waiting list. The PHA must establish in the administrative plan the <br />options it will use to structure the PBV waiting list. The PHA may: <br /> Use a separate, central, waiting list comprised of more than one or all PBV projects; <br /> Use the same waiting list for both tenant-based and some or all PBV projects; <br /> Use a separate waiting list for PBV units in individual projects or buildings (or for sets of <br />such units) (which may be used in combination with either of the above options and may be <br />maintained by the owner); or <br /> Merge the PBV waiting list with a waiting list for other assisted housing programs offered by <br />the PHA. <br />If the PHA chooses to offer a separate waiting list for PBV assistance, the PHA must offer to <br />place applicants who are listed on the tenant-based waiting list on the waiting list for PBV <br />assistance. The PHA must specify the name of the PBV projects in its administrative plan. <br />SAHA Policy <br />SAHA will use separate, site-based waiting lists for all projects or buildings that are <br />receiving PBV assistance, except for the projects or buildings where the permanent <br />supportive housing units require referrals from the Orange County Coordinated Entry <br />System. <br />While some waiting lists will be maintained by the owner as described below, SAHA will <br />maintain waiting lists for the following PBV projects: <br />Andalucia <br />Crossroads at Washington <br />This list of PBV projects above may be expanded without the need for an amendment to <br />the HCV Administrative Plan. <br />PHA Waiting List Preferences [24 CFR 983.251(c)(3)] <br />The PHA may establish in its administrative plan any preferences for occupancy of particular <br />units including the name of the projects and the specific preferences that are to be used b y <br />project. Criteria for occupancy of units (e.g., elderly families) may also be established, however, <br />selection of families must be done through admission preference. The PHA may use the same <br />selection preferences that are used for the tenant-based voucher program, establish selection <br />criteria or preferences for the PBV program as a whole, or for occupancy of particular PBV <br />developments or units. The PHA must provide an absolute selection preference for eligible in- <br />place families as described in Section 17-VI.B. above. For both excepted units and units under <br />the increased program cap, 24 CFR 983.262(b)(2) requires that the PHA must select families <br />from the waiting list though an admission preference for these types of units. <br />SAHA Policy <br />EXHIBIT 1
