<br /> Administrative Plan 7/1/2025 Page 18-1 <br />Chapter 18 <br />SPECIAL PURPOSE VOUCHERS <br />INTRODUCTION <br />Special purpose vouchers are specifically funded by Congress in separate appropriations from <br />regular HCV program funding in order to target specific populations. Special purpose vouchers <br />include vouchers for the following programs: <br /> Family Unification Program (FUP) <br /> Foster Youth to Independence (FYI) program <br /> Veterans Affairs Supportive Housing (VASH) <br /> Mainstream <br /> Non-Elderly Disabled (NED) <br /> Stability Voucher program <br />SAHA Policy <br />SAHA will administer the following types of special purpose vouchers: <br />- Foster Youth to Independence (FYI) program <br />- Veterans Affairs Supportive Housing (VASH) <br />- Mainstream (MS5) <br />- Non-Elderly Disabled (NED) <br />This chapter describes HUD regulations and PHA policies for administering special purpose <br />vouchers. The policies outlined in this chapter are organized into four sections, as follows: <br />Part I: Foster Youth to Independence (FYI) program <br />Part II: Veterans Affairs Supportive Housing (VASH) <br />Part III: Mainstream voucher program <br />Part IV: Non-Elderly Disabled (NED) vouchers <br />Except as addressed by this chapter and as required under federal statute and HUD requirements, <br />the general requirements of the HCV program apply to special purpose vouchers. <br />EXHIBIT 1
