<br /> Administrative Plan 7/1/2025 Page 18-15 <br /> Will not be considered to have been “unable to enroll” in the FSS program, and as a result, <br />will not be eligible to receive an extension of assistance based on meeting the education, <br />workforce development, or employment requirements described above. <br />FSS Enrollment After 48 Months <br />The PHA may, but is not required, to offer an FYI voucher holder an FSS slot that becomes <br />available between the 48-month mark and the 60-month mark, since the FYI voucher holder will <br />have already received their second and final extension. <br />SAHA Policy <br />If an FSS slot becomes available between the 48 and 60-month marks, SAHA will offer <br />the FSS slot to an FYI voucher holder. <br />Extensions of Assistance <br />At the 36-month and 48-month reexamination, the PHA must extend FYI assistance if the FYI <br />voucher holder is participating in and in compliance with the FSS program as long as the FYI <br />voucher holder is still eligible for the HCV program. <br />In any case, the FYI voucher holder cannot receive more than a total of 60 months of FYI <br />assistance even if the FSS Contract of Participation time period extends beyond the voucher 60- <br />month mark. <br />No FSS Program or Unable to Enroll in FSS <br />If a PHA does not carry out an FSS program or the FYI voucher holder has been unable to enroll <br />in the program during the first 36 months of receiving FYI assistance, the FYI voucher holder is <br />entitled to receive an extension of assistance for up to two successive 12-month periods beyond <br />the 36-month time limit provided that the FYI voucher holder engaged in at least one of the <br />education, workforce development, or employment activities described above for not less than <br />nine months of the 12-month period preceding each extension. In order to meet the nine months <br />out of the preceding 12 months requirement, the FYI voucher holder may have engaged in one of <br />the education, workforce development, or employment activities described above or a <br />combination of these activities. <br />Verification Prior to Annual Reexam <br />In order to provide an extension of assistance, the PHA must verify compliance with the above <br />requirements at the end of the 36-month time period and the 48-month time periods. The PHA <br />does not need to verify compliance with these requirements at the end of the 60-month time <br />period since the maximum length of assistance is 60 months. <br />To verify compliance with the education, workforce development, or employment requirement <br />or one of the statutory exceptions, the PHA must provide the FYI voucher holder written <br />notification informing them that they may receive an extension of their FYI assistance and <br />providing instructions on how the FYI voucher holder may demonstrate that they meet one of <br />these conditions. This notification must be provided sufficiently in advance of the end of the 36- <br />month or 48-month time periods, as applicable, to allow the FYI voucher holder to demonstrate <br />that they meet the education, workforce development, or employment requirement, or one of the <br />statutory exceptions, and for the PHA to conduct an annual reexamination prior to the expiration <br />of the FYI assistance. <br />EXHIBIT 1
