<br /> Administrative Plan 7/1/2025 Page 18-20 <br />The VASH program is administered in accordance with applicable Fair Housing requirements <br />since civil rights requirements cannot be waived under the program. These include applicable <br />authorities under 24 CFR 5.105(a) and 24 CFR 982.53 including, but not limited to, the Fair <br />Housing Act, Section 504 of the Rehabilitation Act of 1973, Title VI of the Civil Rights Act of <br />1964, the Americans with Disabilities Act, and the Age Discrimination Act and all PHA policies <br />as outlined in Chapter 2 of this document. <br />When HUD-VASH recipients include veterans with disabilities or family members with <br />disabilities, reasonable accommodation requirements in Part II of Chapter 2 of this policy apply. <br />18-II.B. REFERRALS [FR Notice 8/13/24 and HUD-VASH Qs and As] <br />VAMC case managers will screen all families in accordance with VA screening criteria and refer <br />eligible families to the PHA for determination of program eligibility and voucher issuance. The <br />PHA has no role in determining or verifying the veteran’s eligibility under VA screening criteria, <br />including determining the veteran’s homelessness status. The PHA must accept referrals from <br />the partnering VAMC and must maintain written documentation of referrals in VASH tenant <br />files. Upon turnover, VASH vouchers must be issued to eligible veteran families as identified by <br />the VAMC. <br />SAHA Policy <br />In order to expedite the screening process, SAHA will provide all forms and a list of <br />documents required for the VASH application to the VAMC. Case managers will work <br />with veterans to fill out the forms and compile all documents prior to meeting with <br />SAHA and submitting an application. When feasible, the VAMC case manager should <br />email copies of all documents to SAHA prior to the meeting in order to allow SAHA time <br />to review them and start a file for the veteran. <br />After the VAMC has given SAHA a complete referral, SAHA will perform an eligibility <br />screening within 14 business days of receipt of a VAMC referral. <br />EXHIBIT 1
