CHANGES IN FAMILY COMPOSITION <br />Adding Family Members [FR Notice 8/13/24] <br />When adding a family member after the family has been admitted to the program, PHA policies <br />in Section 3-II.B. apply. Other than the birth, adoption, or court-awarded custody of a child, the <br />PHA must approve additional family members and will apply its regular screening criteria in <br />doing so. <br />Remaining Family Members [HUD-VASH Qs and As] <br />If the homeless veteran dies while the family is being assisted, the voucher would remain with <br />the remaining members of the tenant family. The PHA may use one of its own regular vouchers, <br />if available, to continue assisting this family and free up a VASH voucher for another VASH- <br />eligible family. If a regular voucher is not available, the family would continue utilizing the <br />VASH voucher. Once the VASH voucher turns over, however, it must go to a homeless <br />veteran family. <br />Family Break Up [HUD-VASH Qs and As] <br />In the case of divorce or separation, since the set-aside of VASH vouchers is for veterans, the <br />voucher must remain with the veteran. This overrides the PHA’s policies in Section 3-I.C. on <br />how to determine who remains in the program if a family breaks up. <br />EXHIBIT 1
