<br /> Administrative Plan 7/1/2025 Page 18-26 <br />Special Housing Types [FR Notice 8/13/24] <br />The PHA must permit VASH clients to use the following special housing types for tenant-based <br />VASH assistance, regardless of whether these types are permitted in their administrative plan for <br />other families: <br /> Single room occupancy (SRO); <br /> Congregate housing; <br /> Group home; <br /> Shared housing; and <br /> Cooperative housing. <br />Initial Lease Term [FR Notice 8/13/24] <br />Unlike in the standard the HCV program, VASH voucher holders may enter into an initial lease <br />that is for less than 12 months. Accordingly, PHA policy in Section 9-I.E., Term of Assisted <br />Tenancy, does not apply. <br />Ineligible Housing [FR Notice 8/13/24] <br />Unlike in the standard HCV program, VASH families are permitted to live on the grounds of a <br />VA facility in units developed to house homeless veterans. This applies to both tenant-based <br />assistance and PBV. Therefore, 24 CFR 982.352(a)(5) and 983.53(a)(2), which prohibit units on <br />the physical grounds of a medical, mental, or similar public or private institution, do not apply to <br />VASH for this purpose only. Accordingly, PHA policy in 9-I.D., Ineligible Units, does not apply <br />for this purpose only. <br />Pre-Inspections [FR Notice 8/13/24] <br />To expedite the leasing process, PHAs may pre-inspect available units that veterans may be <br />interested in leasing in order to maintain a pool of eligible units. If a VASH family selects a unit <br />that passed inspection (without intervening occupancy) within 90 days of the date of the Request <br />for Tenancy Approval (Form HUD-52517), the unit may be approved if it meets all other <br />conditions under 24 CFR 982.305. However, the veteran must be free to select their unit and <br />cannot be steered to these units. All regulatory requirements pertaining to housing quality <br />standards found at 24 CFR 5.703 apply to HUD-VASH. <br />SAHA Policy <br />To expedite the leasing process, SAHA may pre-inspect available units that veterans may <br />be interested in leasing to maintain a pool of eligible units. If a VASH family selects a <br />unit that passed a pre-inspection (without intervening occupancy) within 45 days of the <br />date of the RTA, the unit may be approved provided that it meets all other conditions <br />under 24 CFR 982.305. The veteran will be free to select their unit. <br />When a pre-inspected unit is not selected, SAHA will make every effort to fast-track the <br />inspection process, including adjusting the normal inspection schedule for both initial and <br />any required reinspections. <br />EXHIBIT 1
