<br /> Administrative Plan 7/1/2025 Page 18-43 <br />PART IV: NON-ELDERLY DISABLED (NED) VOUCHERS <br />18-IV.A. PROGRAM OVERVIEW [Notice PIH 2013-19] <br />NED vouchers help non-elderly disabled families lease suitable, accessible, and affordable <br />housing in the private market. Aside from separate funding appropriations and serving a specific <br />population, NED vouchers follow the same program requirements as standard vouchers. The <br />PHA does not have special authority to treat families that receive a NED voucher differently <br />from other applicants and participants. <br />Some NED vouchers are awarded to PHAs through competitive NOFAs. The NOFA for <br />FY2009 Rental Assistance for NED made incremental funding available for two categories <br />of NED families: <br /> Category 1vouchers enable non-elderly persons or families with disabilities to access <br />affordable housing on the private market. <br /> Category 2 vouchers enable non-elderly persons with disabilities currently residing in <br />nursing homes or other healthcare institutions to transition into the community. PHAs with <br />NED Category 2 vouchers were required to partner with a state Medicaid or health agency or <br />the state Money Follows the Person (MFP) Demonstration agency. <br />Since 1997, HCVs for NED families have been also awarded under various special purpose HCV <br />programs: Rental Assistance for Non-Elderly Persons with Disabilities in Support of Designated <br />Housing Plans (Designated Housing), Rental Assistance for Non-Elderly Persons with <br />Disabilities Related to Certain Types of Section 8 Project-Based Developments (Certain <br />Developments), One-Year Mainstream Housing Opportunities for Persons with Disabilities, and <br />the Project Access Pilot Program (formerly Access Housing 2000). <br /> Designated Housing vouchers enable non-elderly disabled families, who would have been <br />eligible for a public housing unit if occupancy of the unit or entire project had not been <br />restricted to elderly families only through an approved Designated Housing Plan, to receive <br />rental assistance. These vouchers may also assist non-elderly disabled families living in a <br />designated unit/project/building to move from that project if they so choose. The family does <br />not have to be listed on the PHA’s voucher waiting list. Instead, they may be admitted to the <br />program as a special admission. Once the impacted families have been served, the PHA may <br />begin issuing these vouchers to non-elderly disabled families from their HCV waiting list. <br />Upon turnover, these vouchers must be issued to non-elderly disabled families from the <br />PHA’s HCV waiting list. <br />EXHIBIT 1
