INCOME VERIFICATION AT ADMISSION <br />Self-Certification at Admission <br />The requirement to obtain third-party verification of income in accordance with Notice PIH <br />2018-18 does not apply to the EHV program applicants at admission, and alternatively, PHAs <br />may consider self-certification the highest form of income verification at admission. As such, <br />PHA policies related to the verification of income in Section 7-I.B. do not apply to EHV families <br />at admission. Instead, applicants must submit an affidavit attesting to their reported income, <br />assets, expenses, and other factors that would affect an income eligibility determination. <br />Additionally, applicants may provide third-party documentation that represents the applicant’s <br />income within the 60-day period prior to admission or voucher issuance but is not dated within <br />60 days of the PHA’s request. <br />SAHA Policy <br />Any documents used for verification must be the original (not photocopies) and dated <br />within the 60-day period prior to admission. The documents must not be damaged, <br />altered, or in any way illegible. <br />Printouts from webpages are considered original documents. <br />Any family self-certifications must be made in a format acceptable to SAHA and must be <br />signed by the family member whose information or status is being verified. <br />SAHA will incorporate additional procedures to remind families of the obligation to <br />provide true and complete information in accordance with Chapter 14. SAHA will <br />address any material discrepancies (i.e., unreported income or a substantial difference in <br />reported income) that may arise later. SAHA may, but is not required to, offer the family <br />a repayment agreement in accordance with Chapter 16. If the family fails to repay the <br />excess subsidy, SAHA will terminate the family’s assistance in accordance with the <br />policies in Chapter 12. <br />EXHIBIT 1
