<br /> Administrative Plan 7/1/2025 <br /> <br />GL-7 <br />Disability assistance expenses. Reasonable expenses that, when combined with health and <br />medical care expenses, exceed 10 percent of annual income and are anticipated, during the <br />period for which annual income is computed, for attendant care and auxiliary apparatus for a <br />disabled family member, and that are necessary to enable a family member (including the <br />disabled member) to be employed, provided that the expenses are neither paid to a member <br />of the family nor reimbursed by an outside source. <br />Disabled family. A family whose head, cohead, spouse, or sole member is a person with <br />disabilities; two or more persons with disabilities living together; or one or more persons <br />with disabilities living with one or more live-in aides. <br />Disabled person. See person with disabilities. <br />Disallowance. Exclusion from annual income. <br />Displaced family. A family in which each member, or whose sole member, is a person displaced <br />by governmental action, or a person whose dwelling has been extensively damaged or <br />destroyed as a result of a disaster declared or otherwise formally recognized pursuant to <br />federal disaster relief laws. <br />Domestic violence. Felony or misdemeanor crimes committed by a current or former spouse or <br />intimate partner of the victim under the family or domestic violence laws of the jurisdiction <br />receiving grant funding, and in the case of victim services, includes the user or attempted use <br />of physical abuse or sexual abuse, or a pattern of any other coercive behavior committed, <br />enabled, or solicited to gain or maintain power and control over a victim, including verbal, <br />psychological, economic, or technological abuse that may or may not constitute criminal <br />behavior, by a person who is: <br />- The current or former spouse or intimate partner of the victim, or person similarly situated <br />to a spouse or intimate partner of the victim <br />- A person who is cohabitating or has cohabitated with the victim as a spouse or intimate <br />partner <br />- A person with whom the victim shares a child in common <br />- A person who commits acts against a youth or adult victim who is protected from those <br />acts under the domestic or family violence laws of the jurisdiction <br />Domicile. The legal residence of the household head or spouse as determined in accordance with <br />state and local law. <br />Drug-related criminal activity. The illegal manufacture, sale, distribution, or use of a drug, or <br />the possession of a drug with intent to manufacture, sell, distribute, or use the drug. <br />Earned income. Income or earnings from wages, tips, salaries, other employee compensation, <br />and net income from self-employment. Earned income does not include any pension or <br />annuity, transfer payments (meaning payments made or income received in which no goods <br />or services are being paid for, such as welfare, social security, and governmental subsidies <br />for certain benefits), or any cash or in-kind benefits. <br />EXHIBIT 1
