Scope of Work <br /> Phase 1: Communications Audit& Protocol Development(Weeks 1-4) <br /> Conduct a rapid audit of the City's current communications infrastructure (internal roles, <br /> workflows, messaging cadence, digital reach). <br /> Develop a Crisis Communications PLaybook tailored to the City's organizational structure, <br /> inclusive of: <br /> o Approval chains and roles <br /> o Messaging templates <br /> o Social media response guidelines <br /> o Misinformation monitoring&response matrix <br /> • Align protocols with the roles of elected officials as primary messengers. <br /> Phase 2: Messaging Strategy&Toolkit Creation (Weeks 5-8) <br /> • Develop a Core Message Frameworkto be used across departments in times of emergency <br /> or heightened public interest. <br /> • Create ready-to-deploy templates for press releases,talking points, FAQ sheets, social <br /> media posts, and resident alerts. <br /> • Ensure all materials are prepared bilingually(English and Spanish) and formatted for <br /> accessibility across platforms. <br /> Phase 3: Rapid-Response Support& Media Execution (Ongoing) <br /> • Provide on-call PR support during declared emergencies or high-profile events, including: <br /> o Drafting and disseminating media statements within 1-2 hours of the incident <br /> * Monitoring sentiment and media coverage in real time <br /> Advising on media interactions and press logistics <br /> • Support the development of briefing materials and live content for elected officials' public <br /> addresses and community updates. <br /> MILAGRO MEDIA STRATEGIES <br />
