Docusign Envelope ID:A8E2EB1A-9E7B-47FF-B352-054559E548A7 <br /> tee% OC ACTION <br /> __�/' <br /> July 1, 2025 <br /> Re: Support of Agenda item #32 <br /> Dear Santa Ana City Councilmembers, <br /> OC Action is writing in support of item #32 introduced by Councilmember Jessie Lopez to "Discuss and <br /> Consider Directing the City Manager, City Clerk, and City Attorney to Direct Staff to Prepare an <br /> Ordinance Requiring All Law Enforcement Officers Operating in Santa Ana to Wear Clearly Visible <br /> Identification (Name or Badge Number) and Prohibit Face Coverings that Obscure Identity During <br /> Public Interactions and Resolutions Supporting SB 627 and SB 805." <br /> OC Action is a progressive AAPI-Latinx-Labor-Environmental Justice Alliance that seeks to build <br /> progressive transformation of Orange County. The five organizations that anchor OC Action <br /> serve the emerging majority of the county— low-income immigrant Latinx and Asian American <br /> communities that work across issues of immigrant, economic, and racial justice across the <br /> county, including Santa Ana. We believe that local cities and governments have the duty to protect <br /> residents from violence and intimidation. The presence of masked vigilantes in the city's neighborhoods — <br /> individuals who are terrorizing residents and refusing to identify themselves— undermines public safety. <br /> We are in full support of Councilmember Lopez's agenda item advising the drafting of a local ordinance that <br /> ensures any law enforcement officer operating in the City of Santa Ana must have visible identification — <br /> either a name or badge number—and cannot be masked while interacting with the public. Working <br /> families in Santa Ana deserve to know who is policing their neighborhoods. <br /> We furthermore urge the Council to consider formally supporting two critical state bills authored by Senator <br /> Sasha Renee Perez and Senator Scott Wiener: <br /> • SB 627—Would prohibit local, state, or federal law enforcement from acting in our communities <br /> without transparency and oversight. <br /> • SB 805—Would establish clear identification requirements for law enforcement personnel.
