VERIFICATION HIERARCHY [Notice PIH 2O23-27] <br />When the PHA does not use a streamlined determination of income or an income determination <br />from a means -tested federal assistance program, HUD requires the PHA to obtain third -party <br />verification of: <br />• Reported family annual income; <br />• The value of net family assets when the net value exceeds the HUD -published threshold, as <br />listed in HUD's Inflation -Adjusted Values tables ($50,000 for 2024, and $51,600 for 2025); <br />• Expenses related to deductions from annual income; and <br />• Other factors that affect the determination of adjusted income. <br />HUD mandates the use of the EIV system and offers administrative guidance on the use of other <br />methods to verify family information and specifies the circumstances in which each method will <br />be used. In general HUD requires the PHA to use the most reliable form of verification that is <br />available and to document the reasons when the PHA uses a lesser form of verification. <br />In order of priority, the forms of verification that the PHA will use are: <br />HUD developed a hierarchy that described verification documentation from most acceptable to <br />least acceptable. The PHA must demonstrate efforts to obtain third party verification prior to <br />accepting self -certification except instances when self -certification is explicitly allowed. <br />In order of priority, the hierarchy is: <br />• Highest: Level 6: Up -front Income Verification (UIV) using HUD's Enterprise Income <br />Verification (EIV) system <br />• Highest: Level 5: Up -front Income Verification (UIV) using a non-EIV system <br />• High: Level 4: <br />- Written third -party verification from the source, also known as "family -provided <br />verification" <br />- Or EIV plus self -certification <br />• Medium: Level 3: Written third -party verification form <br />• Medium: Level 2: Oral third -party verification <br />• Low: Level 1: Self -certification (not third -party verification) <br />Each of the verification methods is discussed in subsequent sections below. <br />File Documentation <br />The PHA must document in the file how the figures used in income and rent calculations were <br />determined. All verification attempts, information obtained, and decisions reached during the <br />verification process will be recorded in the family's file in sufficient detail to demonstrate that <br />the PHA has followed all of the verification policies set forth in this plan. The record should be <br />sufficient to enable a staff member or HUD reviewer to understand the process followed and <br />conclusions reached. <br />025 <br />City Council — 376 H5 2 25 <br />
