VIOLATION OF HQS SPACE STANDARDS [24 CFR 982.401, 24 CFR 982.4031 <br />A dwelling unit must: <br />• Provide adequate space and security for the family <br />• Have at least one bedroom or living/sleeping room for each two persons <br />A unit that does not meet these HQS space standards is defined as overcrowded. <br />A living room may be used as sleeping (bedroom) space, but no more than two persons may <br />occupy the space [HCV GB p. 10-6]. A bedroom or living/sleeping room must have at least: <br />• One window <br />• Two electrical outlets in proper operating condition (permanent overhead or wall -mounted <br />light fixtures may count as one of the required electrical outlets) <br />If the PHA determines that a unit is overcrowded because of an increase in family size or a <br />change in family composition, the PHA must issue the family a new voucher, and the family and <br />PHA must try to find an acceptable unit as soon as possible.
