EXHIBIT 1 <br />Eligible Housing Expenses [24 CFR 982.623(b)] <br />The family's eligible housing expenses are the total of: <br />• The rent charged by the owner for the manufactured home space. <br />• Charges for the maintenance and management the space owner must provide under the lease. <br />• The monthly payments made by the family to amortize the cost of purchasing the <br />manufactured home established at the time of application to a lender for financing the <br />purchase of the manufactured home if monthly payments are still being made, including any <br />required insurance and property taxes included in the loan payment to the lender. <br />- Any increase in debt service or term due to refinancing after purchase of the home may <br />not be included in the amortization cost. <br />Debt service for installation charges incurred by a family may be included in the monthly <br />amortization payments. Installation charges incurred before the family became an <br />assisted family may be included in the amortization cost if monthly payments are still <br />being made to amortize the charges. <br />• The applicable allowances for tenant -paid utilities, as determined under 24 CFR 982.517 and <br />982.624. <br />Rent Reasonableness [24 CFR 982.622(b)] <br />During the assisted tenancy, the rent to owner for the manufactured home space may not exceed <br />a reasonable rent. Initially, and at least annually thereafter, the PHA must determine that the rent <br />for the manufactured home space is reasonable based on rents for comparable manufactured <br />home spaces. The PHA must consider the location and size of the space, and any services and <br />maintenance to be provided by the owner in accordance with the lease (without a fee in addition <br />to rent). By accepting the monthly housing assistance payment, the owner of the manufactured <br />home space certifies that the rent does not exceed rents charged by the owner for comparable <br />unassisted spaces in the same manufactured home park or elsewhere. <br />If requested by the PHA, the owner must give the PHA information on rents charged by the <br />owner for other manufactured home spaces. <br />Page 15-18 Administrative Plan 7/l/2025 <br />City Council 5 — 656 7/15/2025 <br />
