SELECTION METHOD <br />PHAs must describe the method for selecting applicant families from the waiting list, including <br />the system of admission preferences that the PHA will use [24 CFR 982.202(d)]. <br />Local Preferences [24 CFR 982.207; HCV p. 4-16] <br />PHAs are permitted to establish local preferences, and to give priority to serving families that <br />meet those criteria. HUD specifically authorizes and places restrictions on certain types of local <br />preferences. HUD also permits the PHA to establish other local preferences, at its discretion. <br />Any local preferences established must be consistent with the PHA plan and the consolidated <br />plan, and must be based on local housing needs and priorities that can be documented by <br />generally accepted data sources. <br />SAHA Policy <br />Local preferences will be numerically ranked, with number 1 being the highest <br />preference, in the following order: <br />1. United States Military Veteran Preference: A veteran is a person who <br />served in the active military, naval, or air service and who was discharged or <br />released from such service under conditions other than dishonorable. Form <br />DD-214 with a discharge status of other than dishonorable, or equivalent <br />verification, must be provided at their eligibility interview appointment. <br />2. Residency Preference: Residency preference for applicants who live or work <br />in the City of Santa Ana at the time of application. At least two pieces of <br />evidence must be provided for applicants who live or work in the City of <br />Santa Ana including but not limited to a lease, utility bills, bank statements, or <br />paycheck stubs (“proof of the residency preference”). The residency <br />preference claimed at the time of the applicant applied for the program will be <br />verified when the applicant is selected off of the waiting list. Applicants who <br />are unable to provide proof of the residency preference will be removed from <br />the waiting list. Applicants who live or work in the unincorporated areas of <br />Santa Ana will not receive the residency preference. <br />a. Mainstream vouchers are intended to facilitate access to housing for <br />individuals with disabilities, including for individuals who reside in <br />institutional or other segregated settings that may not be located in the <br />geographic area that is typically served by a PHA. Consequently, HUD <br />waived 24 CFR 982.207(b)(1) and established an alternative <br />requirement under which a PHA cannot apply a residency preference <br />to Mainstream voucher applicants (excluding project-based vouchers). <br />b. A PHA also cannot apply a resident preference to VASH voucher <br />applicants. <br /> Families who have been terminated due to insufficient funding <br />SAHA will offer an absolute preference to any family that has been terminated <br />from its HCV program due to insufficient program funding. Special Purpose <br />Vouchers will be the last to be terminated due to insufficient funding and first to <br />be re-instated. <br />EXHIBIT 1
