Administrative Plan 7/1/2025 <br /> <br />Page 4-14 <br /> Emergency Housing Vouchers (EHV) <br />In March 2025, HUD notified PHAs of their final allocation to obligate all <br />EHV HAP funds that remain available to HUD under the American Rescue <br />Plan Act of 2021 (P.L. 117-2). According to the notice: “After this final <br />allocation, the Department will provide no additional EHV CY HAP Renewal <br />funding allocations to PHAs.” <br />Therefore, SAHA is making the waiting list continually open for EHV <br />vouchers that are subject to termination due to this final funding allocation by <br />HUD. Specifically, SAHA will provide a preference in the regular HCV <br />program for persons whose EHV assistance is expiring and will lack adequate <br />housing as a result of their termination from the program. In accordance with <br />this policy, SAHA will provide a selection preference for EHV voucher <br />holders who are terminated due to the lack of renewal funding from HUD. <br />This preference is allowed under Question # 45 of the Emergency Housing <br />Vouchers Frequently Asked Questions (FAQs) v.9 which states, “Funds <br />appropriated for the EHV program are available for obligation by HUD until <br />September 30, 2030. These funds will be cancelled as a matter of law on <br />September 30, 2035, per 31 U.S.C 1552. Prior to 2030, PHAs may consider <br />options to ensure continued assistance to EHV families including but not <br />limited to issuing regular Housing Choice Vouchers (HCV) to the affected <br />EHV households. Such families would need to be pulled from the waiting list. <br />to facilitate this process, PHAs may choose to create a preference in their <br />regular HCV program for persons whose EHV assistance is expiring and will <br />lack adequate housing as a result of their termination from the program, or <br />other similar category.” <br /> <br />EXHIBIT 1
