COMPLETION OF WORK [24 CFR 983.155] <br />Evidence of Completion [24 CFR 983.155] <br />The owner must submit evidence and certify to the PHA, in the form and manner required by the <br />PHA’s administrative plan, that development activity or substantial improvement has been <br />completed, and that all such work was completed in accordance with the applicable <br />requirements. The PHA must review the evidence to determine whether the development activity <br />or substantial improvement was completed in accordance with the applicable requirements. <br />In the case of PHA-owned units, the owner must submit evidence and certify to the independent <br />entity, in the form and manner required by the PHA’s administrative plan, that development <br />activity or substantial improvement has been completed, and that all such work was completed in <br />accordance with the applicable requirements. The independent entity must review the evidence <br />to determine whether the development activity or substantial improvement was completed in <br />accordance with the applicable requirements. <br />SAHA Policy <br />At a minimum, the owner must submit the following evidence of completion to SAHA or <br />independent entity, as applicable: <br />Owner certification that the work has been completed in accordance with housing <br />quality standards and all requirements of the AHAP; and <br />Owner certification that the owner has complied with labor standards and equal <br />opportunity requirements in development of the housing. <br />At the discretion of SAHA, the AHAP may specify additional documentation that must <br />be submitted by the owner as evidence of housing completion. For example, such <br />documentation may include: <br />A certificate of occupancy or other evidence that the units comply with local <br />requirements (such as code and zoning requirements); and <br />An architect’s certification that the housing complies with: <br />HUD housing quality standards; <br />State, local, or other building codes; <br />Zoning; <br />The rehabilitation work write-up (for rehabilitated housing) or the work <br />description (for newly constructed housing); or <br />Any additional design or quality requirements pursuant to the AHAP. <br />SAHA will determine the need for the owner to submit additional documentation as <br />evidence of housing completion on a case-by-case basis depending on the nature of the <br />PBV project. SAHA will specify any additional documentation requirements in the <br />AHAP. <br />EXHIBIT 1
