RESOLUTION NO. 2025-036 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA SUPPORTING CALIFORNIA SENATE BILLS <br /> 627 (WIENER, PEREZ, ARREGUIN) AND 805 (PEREZ, <br /> WIENER) AND H.R. 4176 (CORREA), TO PROMOTE LAW <br /> ENFORCEMENT TRANSPARENCY AND <br /> ACCOUNTABILITY <br /> WHEREAS, the City of Santa Ana is committed to fostering public trust, <br /> transparency, and accountability in law enforcement, particularly during public <br /> interactions, immigration enforcement actions, and peaceful assemblies; and <br /> WHEREAS, numerous recent incidents have involved unidentified and masked <br /> officers operating in Santa Ana, raising concerns about officer impersonation, lack of <br /> accountability, and the chilling effect on civic participation, especially among immigrant <br /> communities; and <br /> WHEREAS, California Senate Bill 627 (Wiener, Perez, Arreguin) would prohibit <br /> law enforcement officers from wearing any mask or personal disguise while interacting <br /> with the public in the performance of their duties, except under narrowly defined <br /> circumstances and with an exemption for undercover officers; and <br /> WHEREAS, California Senate Bill 805 (Perez, Wiener) would require personnel <br /> of a law enforcement agency operating in California to visibly display identification that <br /> includes either a name or badge number to the public when performing their duties with <br /> exceptions for undercover officers and allows an employee of a law enforcement <br /> agency to request an alleged law enforcement employee present identification when <br /> there is probable cause of reasonable suspicion of a crime, including, but not limited to, <br /> impersonating a peace officer, or when there is a legitimate safety concern. SB 805 will <br /> address widespread concerns about public confusion and abuse; and <br /> WHEREAS, at the federal level, H.R. 4176 (Correa), the No Secret Police Act, <br /> would require law enforcement officers and agents of the U.S. Department of <br /> Homeland Security engaged in border security or immigration enforcement to provide <br /> an individual detained or arrested with an identification of the agency of the U.S. <br /> Department of Homeland Security that employs such officer or agent and display or <br /> wear the official insignia or uniform of such officer or agent in a manner this is visible to <br /> individuals other than the officer or agent. This legislation also prohibits the officer or <br /> agent from wearing a face covering or any other item that conceals their face. This <br /> legislation responds to the increasing use of masked, unmarked agents in communities <br /> like Santa Ana and reinforces constitutional protections; and <br /> Resolution No.2025-036 <br /> Page 1 of 3 <br /> I <br />
