RESOLUTION NO. 2025-035 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA SUPPORTING ASSEMBLY BILL 1303 — <br /> LIFELINE PROGRAM: CUSTOMER DATA PRIVACY BY <br /> ASSEMBLYMEMBER AVELINO VALENCIA <br /> WHEREAS, the California Lifeline Program is a vital public service that <br /> provides discounted home and mobile telephone services to eligible low-income <br /> residents, helping them maintain essential communications with employers, <br /> healthcare providers, schools, emergency services, and family; and <br /> WHEREAS, residents of the City of Santa Ana, including immigrant, working- <br /> class, and mixed-status families, rely heavily on affordable and secure access to <br /> telecommunications services to stay connected and safe; and <br /> WHEREAS, Assembly Bill 1303, authored by Assembly member Avelino <br /> Valencia, strengthens privacy protections for applicants and subscribers of the <br /> California Lifeline Program by prohibiting the disclosure of sensitive personal data to <br /> any agency of a local government, a state government or the federal government or <br /> to any immigration authority, as defined in Section 7284.4 of the Government Code, <br /> without a court-ordered subpoena or judicial warrant from a judge of a court of the <br /> state; and <br /> WHEREAS, AB 1303 also ensures that applicants are not required to provide <br /> a Social Security number (SSN) as a condition of eligibility or continued participation <br /> in the Lifeline Program, removing a key barrier for undocumented individuals who <br /> otherwise qualify for the program's benefits; and <br /> WHEREAS, the City of Santa Ana has consistently championed policies that <br /> promote equity, inclusion, privacy, and public safety for all residents, regardless of <br /> immigration status, and recognizes the importance of reducing barriers to essential <br /> services for vulnerable communities; and <br /> WHEREAS, organizations such as The Utility Reform Network (TURN) <br /> support this measure as part of broader efforts to ensure utility affordability and <br /> safeguard consumer data from misuse or government overreach. <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA <br /> AS FOLLOWS: <br /> Section 1: The City of Santa Ana hereby supports Assembly Bill <br /> 1303 (Valencia), which enhances data privacy protections for applicants and <br /> subscribers of the California Lifeline Program and ensures equitable <br /> Resolution No. 2025-035 <br /> Page 1 of 3 <br />
