Orangewood Foundation <br />Services Coordination for TAY and Former Foster Youth, RFP #25-057A <br />2. COST PROPOSAL <br />For the fixed rate of $632,839 over a three-year period, Orangewood Foundation proposes to <br />provide support to TAY who have been awarded FYI housing vouchers from SAHA. <br />Leveraging existing contract funding from SSA for our Independent Living Program, <br />Orangewood will offer individualized case management, independent living skills training and <br />workshops, engaging events, housing planning and navigation support, resource referrals and <br />linkages, and peer mentorship to all TAY who have been issued a FYI voucher by SAHA over <br />the three-year contract period. $632,839 in contract funding from the City of Santa Ana will be <br />utilized as follows: <br />•Orangewood will designate $54,000/year in funding over three years to provide short- <br />term housing placement in a hotel, motel, or other temporary accommodations to TAY <br />until they can secure and move into homes with their newly issued FYI vouchers. We <br />anticipate that six TAY households per year will benefit from the short-term housing <br />placement funds. <br />•Orangewood will also designate $42,000/year in funding over three years to provide <br />housing stabilization support to TAY with FYI vouchers who are experiencing financial <br />challenges. This housing stabilization support can take many forms, including moving <br />assistance, purchase of furniture and other household items, car repairs, and emergency <br />rental assistance. Orangewood anticipates that 28 TAY households per year will benefit <br />from this housing stabilization support. <br />•For the first two years of the contract period, Orangewood will devote $150,000/year to <br />subcontracting with Orange County United Way for their WelcomeHome OC landlord <br />incentive program to support 25 TAY households with SAHA-issued FYI vouchers each <br />year in securing rental housing from property owners and operators that will accept their <br />vouchers. The $150,000/year subcontract with United Way will be spent as follows over <br />the first two years: <br />o $24,600/year for 0.25 FTE Senior Navigation Specialist to assist 25 TAY per year <br />in finding housing with their FYI vouchers; <br />o $24,600/year for 0.25 FTE Housing Stabilization Specialist to collaborate with <br />Orangewood in supporting TAY in maintaining stability once they are housed; <br />o $24,600/year for 0.25 FTE Senior Property Engagement Specialist to outreach to, <br />engage with, and steward relationships with property owners and operators to <br />convince them to rent with TAY with FYI vouchers; <br />o $11,070/year for 0.10 FTE Program Manager to lead the WelcomeHome OC’s <br />program team in this collaborative project with Orangewood benefiting TAY with <br />SAHA-issued FYI vouchers; <br />Page 19 <br />EXHIBIT 2
